First I would contact the company supplying the data and request that they fix their dtm. If they won't provide complete useful data I would put them on my blacklist. then to fix the surface I would draw a line (not polyline) from two points across the void from each other; check the elevation at the midpoint of the line. You said you have field notes so you can make an educated guess what the elevation might be at the ground; move the line to that elevation; change surface style to show the points at the vertices; you then can add a surface point, I would snap to the appropriate location on the line that I set at the desired elevation. it should triangulate and fill in. Repeat as necessary. I would then add a note to the plans. Saying something about the data is only approximate in this area, was edited for design calculation purposes etc, just in case something is not right, I won't take the responsibility for someone else incomplete data.
