Layer Based Elevation Control

Summary: The ability to set an elevation base via layer in the layer manager.

Description: In layer manager, as you create layers before you get to the description portion need to have a column for a "base elevation" in which anything you draw on that layer would never be lower than that "base elevation" in the Z axis. Could make it with a default of zero elevation that could be changed. The bonus to this is being able to sort your layers by elevation.

How Used: With BIM coming like a freight train elevation control in the model is so important and to be able to SET an base elevation in a easy way would be invaluable.
