Bring back the functionality of EXPLODE

The Explode method for BlockReferences has been broken since R2002. Please bring back the same functionality it had in that release.
For instance, NUS blocks that can be exploded and not error out AND blockrefs that are created as a seperate drawing whose INSBASE is NOT at 0,0 will not explode in-place when the Inserted scale is not 1,1,1

In R2002 both of these issues did not exist and my routines worked great! Now that I'm on R2006 I've had to scrap the routines until I can get time to find a workaround.

On another note, RTEXT is no longer even recognized as an Object.
