Example - an invert depth that is subtracted from the point elevation so that a survey figure now represents the invert elevations.

What about simply _MIRRORing those points around the Z=0 plane..?
survey database, or civil3d points? if the latter, the z elevation is editable... or am I misunderstanding?
These come in as survey database points. I would not be opposed if they were civil3d points.
If relevant, I should note that our survey crew always records the lowest invert or sump as the first parameter.
If your Feature Line(s) are derived from the surveyed points (perhaps not the Survey Figures per-se; I don't currently use Survey DB here), and you're after a known change in depth, can you not simply use the RAISLOWERFEATURES Command?

The way it appears this could work would be for the crew to locate the sewer rim w/rim elevation - then to apply a vertical offset for the linework representing the pipe. I may need to ask the crew to use the CPN and RPN field codes to connect to the rim shots... and that is a lot to ask!
