Turn off layers created after last save of layer state

Summary: Layer manager to turn off all layers created after the last save of a layer state

Description: I would like Layer Manager to automatically turn off all layers created after the last save of a Layer State.

How Used: Whoever uses Layer States for various Plan views knows what I'm talking about. You restore a Layer State only to find there are unintended items visible that you or someone else created since the last save.
