Loading an arx and menus first - order of operations help!

I need some help... I need an arx file to be loaded before a file loads. Below is what occurs when i open a file without autocad being open initially. The line toward the end. "EDMS: The EDMS AutoCAD Link is loaded." needs to occur before the file and its xrefs are loaded. this is an .arx file that is added under load applications. I tried to add it to the startup suite, but it doesn't help.

Any ideas??
