Summary: Ability to Customize the Ribbon Interface

Description: Have the ability to customize the ribbon interface. Specifically the ability to create new tabs and choose which tools to display on them and or the ability to move panels from one tab to another.

This idea came about when the measure buttons were removed from the measure tools palette. It is my opinion that the measure panel should reside on the home tab and the tools panel reside on the view tab.
