Default 2009 MTEXT toolbars missing and "mini" properties boxes not allowing editing

The MTEXT dialogue opens with double-click, but without the tool bars on the top. (Editor is set at "internal" which is the default) It was working fine a day ago. Ditto, the little "mini" properties boxes that come up and are supposed to allow editing (layer, etc) within them. They're not.
Since nothing has changed, I'm thinking maybe they're controlled by a toggle of some sort that may have been accidentally hit?
Any ideas would be most welcome.

Could be mtexttoolbar setting. Try that? Set to 1
