Is there an easy way to have the same plan notes appear on more then one sheet and have it act like a X-Ref would in AutoCAD? You know, fix it once and have it appear correct on all the sheets.

You can write your notes in a legend view. The same legend can be inserted in more than one sheet. Changing the text in the legend will change it on all views the legend was inserted.

Is there a way to create typical plan notes which show up on every floor (like the legend method described) with certain portions of notes that change per floor. For example our plan notes on a concrete building are the same on every sheet/ floor with the exception of top of slab elevations. Right now we just leave a blank in the legend notes and fill in with an individual peice of text on every sheet. Is there an easier way to do this?

You can use a generic annotation family (and this example can be used to the issue the origina poster had as well if he/she doesn't want to use legends...). On the generic annotation family, type your text that is the same for the note and create a label that is a text parameter to be filled. Then because it is a family, you can load to your project and insert on many floors as you want. The text to be filled is an instance parameter so the same note can have different texts written there.
