Flip action works until I use rotate action

Hi - very new to dynamic blocks, I made a section bubble block that has a rotate for the symbol arrow and then a flip for the symbol arrow, If I rotate the symbol arrow I can no longer flip the arrow. dwg included

any help appreciated

also, what is a parameter set? example?

It appears to be working now, I just added the rotate parameter to the flip parameter.
