You can specify a value in Mechanical settings-->Rise Drop/ Drop annotation size. I believe that is static and has no bearing on scale. You cannot change the graphics to a custom representation, they are hard coded. Pipe is also a hard coded family and you cannot use annotation scale like you can on fittings, per instance.
Great answer to a rather annoying problem! The standard 1/8" rise/drop symbol is too large for most of our views, so this really helps.
I am having this same problem with the drop symbol appearing way too large, however when I go to the Mechanical Settings and try to change the pipe Rise/Drop Annotation Size from 1/4" to 1/8" it just switches right back. Does anyone know what is causing this fun little diddy?
I figured it out it was my unit tolerance was set to 1/4" so it would just snap to the closest 1/4".
