Default Dynamic Block - Attributes Move with CTRL + C (copy

I have created several new dynamic blocks for my office to use. They are to replace all of the old blocks in our library. One of the users has come across a problem when you copy and paste a block from one drawing to another. I believe that I have tracked down the problem to only happen when one of the dynamic options is used on the block. The attached PDF shows our building section detail reference. The arrow head is set with a ROTATE action so that it can be changed to face any direction. If an unmodified block is copied and pasted into another drawing it shows up correctly. However, if the arrow head is rotated and that block is copied and pasted into another, the attributes within that block seem to move. I have tried using the attribute sync (ATTSYNC) command but that does not solve the problem. Maybe it's something in how I created the block because only 1 of the 3 attributes seems to be moving. Does anybody have any ideas

Is the attribute locked in the original block? If not can cause problems.

I've discovered that the attribute that keeps moving had the same tag as the other one. Apparently if the attribute tags are not unique, it creates problems. I've modified the block so that all the tags are unique and it now works.
