Default Can I move the Survey 0,0 base point?

I have a project with a linked CAD file, with coordinates acquired from the CAD file. I thought I had moved the CAD file so that the origin would be on a property corner, but my survey base point is showing some ways off from that corner.

If I unclip the survey point and move it, it changes the coordinates of the base point. If I move it while still clipped, it moves the whole CAD file.

Is there a way to get the survey point onto that property corner and still have the location read as 0,0, without actually going into the CAD file?

I posted in that thread... odd behavior of this CAD file, since I'm getting the same thing even in a blank project with the file linked in, and then coordinates acquired.
