Problems defining Global Coord System

I am trying to define a coordinate system base on the client's local projection information. But I'm having issues. In C3D 2009 to go the Map pulldown > Tools > Define Global Coordinate System. The local projection is based on an ellipsoid. I enter all the information and select OK. I get a window saying "Cannot add coordinate system to dictionary."

Does anyone have any idea what's going on? Thanks.

You use Windows Vista.
Only in Windows Vista exist this problem with all the CD3 version o Map 3D version!!!!
