Summary: Update the Page Setup Manager Dialog to make it more user friendly.

Description: Update the "Page Setup Manager" in a new palette. Like "Layers Properties Manager". With lines and columns. With 1 Layout per line, and for this layout, its named page setup, printers, CTB/STB...
More : I imagine that we could merge the page setup dialog box and publish dialog box in a palette.

How Used: The current dialog box is too small (we can't resize it!) and the named page setups are mixed with the list of starry *Layouts.
More : I believe that we could merge the very old "Page Setup Manager" dialog box and the "publish..." dialog box in a single palette.

If the performance hit taken with the layer palette is any indication, having this as a palette rather than a dialog would not be welcome. Look at the possible combinatorial: mutlple drawings with multiple layouts with multiple set-ups.
