Default Supplied Symbol & Lable scale

Is there a logic to why the standard symbols that comes with AutoCAD are scale? instead of 1:1?

Example: The PIP Gate Valve insert scale is 10. While the label scale is 25.

Let me guess - the gate valve is 10mm from end to end? Thats a common way of handling variable user scales with a single block and not requiring the entire library to be rebuilt for each required scale e.g. 10mm for one client, 8mm for another.
