Default Making default list of annotative scales in a block.

I made an annotative block today, but every time I insert the block, only the current annotative scale shows up on the list. What I need to know is if there is a way to set up a default list of scales, as I have certain ones I normally use. I would hope there is a way to do this, otherwise Autodesk didn't think this through very well. Any assistance is appreciated.

The templates need to be setup with your normal scales if there are any beyond the normal OOTB scales.
