Do you know why when we copy and paste the objects from one file to another or within the file itself, the objects was pasted either 12x bigger or 1/12 smaller when I am using Autodesk Civil 3D 2009 as AutoCAD or Autodesk Civil 3D 2009?

I had a similar issue awhile back. I believe it is due to the units settings of the object you are trying to copy. The drawing units of the source object appears to be different than the destination file. Example: if drawing units are set to US Survey Foot and block units are set to Architectural, the inserted block will be 12x larger than what it should be. Check out these commands to see if any of these help you:
"INSUNITS" - Specifies a drawing-units value for automatic scaling of blocks, images, or xrefs inserted or attached to a drawing.
"INSUNITSDEFSOURCE" - Sets source content units value when INSUNITS is set to 0.
"INSUNITSDEFTARGET" - Sets target drawing units value when INSUNITS is set to 0.
I did try those, but it still does not work.

What I figured it out is by opening the file using AutoCAD Civil 3D 2009, type ShowTS, go to Settings tab, right click on the file name, select edit drawing settings, and change the drawing units into feet and uncheck scale objects inserted from other drawings.
Then, the copy and paste works fine.
If the two drawings are the same units, then the copy and paste works fine.
