I have not seen that message associated with a central Revit file, but I have recently seen that message when saving a family file to a network share that had DFS (Distributed File System - automatically synchronizes files betwen two or more locations) enabled. It seems to hose the file on a basic OS level - it saves some paltry amount of the file - 12kb to be exact, then locks it with some undiscoverable process that then won't let you delete it even with admin rights.
This is probably not very helpful to you right now. What were you trying to do when the message came up?
I have tried million manual solutions but nothing helped, use a small tool available at to resolve it and render it useable
