Attibute is not prompting for value why?

Hi when I am using a profile other than AutoCAD the attibutes are not prompting for any value just inserted as a normal block when we insert an attributed block. Any body know the reason. I feel like some system variable plays in it.

ATTREQ to toggle between default values and asking for input.

ATTDIA to toggle between a dialog box and the command line when inserting a block with attributes.
