    Exclamation Annotative text

I upgraded from Acad 2007 to Acad 2010.
I read several pages of Threads; maybe I never landed on the right one pertaining my trouble.
The "out of proportion" attributes are from an outside firm using Acad Architecture. See "copy.dwg"
If I understand annotative scaling correctly, I would set the annotative scale 1:1 in PS.
But when I do, it doesn't look right, (copy2.dwg) I don’t know what to do with this.

Another thing I notice is about the cyan circles, when I use annotative scale 1:1 on PS, the text doesn't stay in the center of the grid bubble. lol, this sound silly but is it because it's not in the center to begin with although it is set to middle center in the property dialogue box?
I did install the AutoCAD_architecture-mep_2010_oex.exe thinking it was the fix but I was wrong.

With your expertise out here on Augi, how can I fix this?
    Thank you for your time.

PS. I had to delete some stuff to keep these files under 2 Megs for me to be allowed to upload them for your convenience.
