Default Rotating Model Space text in selected Paper Space viewport

I am looking for an AutoCAD 2009 add-on routine that, when a paper space viewport window is rotated, will rotate specific model space text ONLY in the selected paper space viewport window.

The attached PDF file displays three drawing files:
Example A: Viewport is not rotated
Example B: Viewport is rotated 90 degrees
Example C: Viewport is rotated 180 degrees

For each of the above examples:
    - The title block/border is located in paper space
    - The viewport window is looking at the floor plan located in model space

EXAMPLE A displays the floor plan in its original layout and the viewport window has not been rotated.

EXAMPLE B displays the floor plan viewport window rotated 90 degrees. Notice the model space text remains centered over each cabinet and has not rotated with the viewport window. The text remains horizontal, reading left to right, to match the text layout in example A.

EXAMPLE C displays the floor plan viewport window rotated 180 degrees. Notice the model space text remains centered over each cabinet and has not rotated with the viewport window. The text remains horizontal, reading left to right, to match the text layout in example A.

Is it possible to create this type of function? Any help and suggestions are greatly appreciated.

Have you looked at annotative text / blocks? One of the options is to "Match orientation to layout". Unfortunately it will also scale according to viewport scale - no way to turn this off.

The only way to get this working (if not anno) is to generate a copy on a new layer, rotate it, and VPFreeze as needed. This would not be a trivial lisp, methinks

In STYLE, you can change the textstyle so it will "Match text orientation to layout". You can also change this for individual text objects from the Properties (MO) menu. Would that work?
