    Default Snap Off

Is there a way to avoid object snap snapping onto objects on certain layers and still have those certain layers visible on the screen.

I am attempting to snap a Polyline onto the insertion point of blocks that are botted in strings all over a drawing.

The person that created the drawing placed strings of a blocks over the drawing rather than using different line types? I am now attempting to draw over the blocks with Polylines, however, I need the background layers visible to ensure that I am drawing the lines in the correct location in relation to other layer info, but Object snap keeps snapping the background layers insertion point which is miles away rather than the block insertion point.

NIGEL, the tool you want today is the TAB key,
by tapping the TAB key the snap marker will 'lock' onto
an object and it will hi-lite so that you will know what object
and what snap is being used on that object.
Repeated taps of the TAB key will cycle through all available
    snaps.
