Can a lookup list be linked to an external data list such as an excel spread sheet? In other words, the values that are contained within the lookup list would be determined by a link?... revisions to the link would therefore updated the lookup list.

not that I know of. That would require an active data reference too. That would be overly boggy (i think) if you could...
Sometimes, i get lost in my own thoughts and need to ask directions to find my way back.
