Default Best way to setup Civil and Civil as AutoCAD

We are upgrading to AutoCAD Civil and I want to make sure I am setting things up correctly. I have two types of users, Group A will be using "AutoCAD Civil" and "AutoCAD Civil as AutoCAD", Group B will only be using "AutoCAD Civil as AutoCAD". I would like to be able to share tool palettes between both users.

Can I have just one enterprise CUI file for "AutoCAD Civil" and "AutoCAD Civil as AutoCAD" or should I have two enterprise CUI's?

If I have two enterprise CUI's will I have to copy general tool palettes commands between the two CUIs?

Where do you store the user's CUI? Network share or leave it local.

Tool palettes and the CUI are separate.
You should be able to share tool palettes among users, per AutoCAD version.
Make sure only one person has WRITE access to the stored location.

By "users" CUI, do you mean a single shared company CUI or a separate, unique one for each user?

I don't see any reason to use AutoCAD Civil as AutoCAD. Have everyone use AutoCAD Civil. That way you only have one set of CUis and tool palettes to manage. Create two workspaces in your enterprise CUI, one for Civil users and one for AutoCAD users.
