Default Strange dimension behavior, maybe a bug

This is a new one for me. My office does all our annotations in paper space. I understand that if my geometry in model space moves, any dimensions or leaders in paper space will move with it. However, in this case, my dimensions are moving while still remaining associated to geometry that has not moved or changed in any way. In the attached image, I have selected the dimensions to show all of the grips are still located where I'd expect them to be if the dimensions were displayed in the correct location.
It happens if I switch to model space, work there for a while and then switch back to paper space. Dimreassociate doesn't fix it because the dimensions are still associated, they're just displaying in a unrelated location. Regen does nothing and so does closing the drawing and re-opening it. What did fix it, was clicking on the various grips and moving them just a little; then, the dimensions snapped back to where they belong.
