It doesn't seem possible to select Revit Server, or any projects on it, when using Insert from File (Views or 2D Elements).
The workaround is to insert the views from a recent local file, which works fine.

Were you looking for validation, or just posting an FYI? In any case you're correct, if you are in the habit of stealing views/details/etc from existing projects, and you now have them on Revit Server you will need to cut a local of that file and insert from there. In fact inserting from a local is better in some ways no matter what because it means you're not interacting directly with the Central File, we have seen "Insert From File" cause problems when the user's browsed directly to the Central File stored on a standard File Server.
Just posting about our experience. I agree that it's better to limit the times when the central file is accessed. We're pretty sure there was fairly frequent corruption with FBW.
The only hiccup is when that user doesn't have a recent local and they want the latest view. Otherwise, no issues with selecting the local file.
