I was wondering if there was anybody out there who could supply me with a file to allow me to "play around with and experiment in the area of highway alignment and construction. Also i would appreciate any help with learnign material e.g. hand books etc.

There are plenty of dwg files in the help tutorials folder under the Civil3D program folder.
