"Show New" Phase Filter not working on linked RVT

I have 2 additions being worked on at the same time for a particular building. The additions will be separate phases. We are linking the last phase because it would make a rather sizable file to put it all in one. I have created a "Show New" phase filter for use on schedules (doors, etc.). However, when I apply this filter to any view the linked model shows up as all new and should be all existing. The filter shows new as "By Category" and hides everything else. Every other phase filter works fine. Any ideas?
