Default Changing layer properties, per tab, on one x-ref

I was wondering if anyone had any tips regarding a drawing I'm working on.
Basically, I have to show, Demo, then new construction, on three phases. Each phase, and each part of the phase (demo/const) with their own unique layer/color.
For example, on Phase 1 Demo, I wouldn't want to see Phase two New Construction. It can still be called that, but in that viewport, on that 'phase 1 demo plan' it's just a grayed out, standard conveyor. Not until I reach the tab for 'Phase 2 const' should it show it's appropriate color.

    I hope I explained that ok....lol

Basically, I have one drawing, with one xref. On that one drawing, I am going to have multiple tabs. In each tab, is there a way to have properties unique to that tab, specifically in regards to color, or is that a wishlist item for god knows when?
If so, anyone else have any tricks or tips to accomplish the same deal? I thought about just putting lines on top of lines in the xref, so that I can turn on and off the appropriate layer in the appropriate tab, but I felt that was too messy. But if it's the only way, then it's the only way....

    Viewport layer overrides.

    From Help -

You can display objects differently by setting property overrides for color, linetype, lineweight, and plot style and apply them to individual layout viewports.

Using property overrides is an efficient way for displaying objects with different property settings in individual viewports without changing their ByLayer or ByBlock properties. For example, objects can be made to display more prominently by changing their color. Because layer property overrides do not change the layer’s global properties, you can have objects display differently in various viewports without having to create duplicate geometry or use xrefs that have different layer settings.
