Default Wall control joint family that can be rotated

Last week I made a wall control joint family using a void that will cut both a wall and any sweeps offset outside of the wall face (wall-hosted reveal won't cut the wall sweeps). Worked great for the project I was working on.

Now someone else needs to use it in a horizontal position. I unchecked "Always Vertical" in the family but it still doesn't want to let me rotate the family into any position other than vertical.

Is there any way to make this happen using the Rotate tool, or do I have to build it in as an angle parameter within the family?

    You'll need the angle parameter.
