Question Plan of Attack Completing Model

I am working on a multi-story hospital. I have to model each floor for overhead coordination. The model was provided to me by the architect. The model is 90% complete as a whole. However, I have to finish the ceilings. I have felt somewhat overwhelmed with the time frame I have and how much detail I need to add.

So my plan of attack (example is for ceilings, concept for everything?)

Is to go through the whole model completing:
Typical flat ceilings (gyp & act), no soffits in the rooms
Then go through add bulkheads and soffits
Infill flat ceilings between bulkheads and soffits
    Add access panels
    Add light tray soffits

Breaking it up in steps basic geometry and then continually adding detail with each pass...

This isn't just a basic concept but the modeling mantra, correct?

If you add the vertical walls first between soffits and higher ceilings, then you place the higher ceilings using auto sketching to snap to the surrounding walls. Then you can also draw the soffits by picking the room's walls and the soffit walls. Then if anything needs to adjust later, just move the infill walls and all ceilings attached to it will update automatically.

Adding to Patrick's comments, make sure you lock the padlock when in sketch mode
when picking lines for ceiling sketches so they stay locked to the vertical walls when / if
    vertical soffit walls are moved/edited.

Overall your plan is good. Start with the overall global picture, do easy/flat ceilings first, then use Patrick's
methods for the more complex soffited ceilings.

    cheers

As you have to model each floor, see if you can leverage building out soffits/ceilings on one floor, then copy/paste to selected levels to recreate duplicates on repetitive floors.

When using the Pick Walls tool, the sketch lines are automatically locked to the walls. The padlock doesn't even appear.

As long as the walls are perfectly aligned between floors, this will work by doing Paste Aligned to Current View. If there are any wall differences, the ceiling edges will lose associations to those walls.
