Default Worksets editable or not editable has always confused me

We have always had a practice in our office of making all of the worksets set to No (not editable). IN reading through the manual, I cannot understand the point of this.

We are trying to trouble shoot some performance issues and I wanted to see if this might be related to our issues.

All worksets 'Not Editable' is normal. With "element level borrowing" there is no need to check out (make editable) worksets. Making worksets editable has been used as a means of preventing changes to certain elements, but that strategy often leads to difficulty editing related objects.
