NW Batch Utility

When "publishing" a nwf with the batch utility, we seem to note that not all nwc are (re)generated every time, we suspect that NW knows which are ut of date and which are not..
Does NW systematically generate a nwc file for each file that has been loaded by the utility, or is it intelligent enough to be able to tell which nwc requires updating and which does not ?
