How would this be any different then setting your leader arrowhead to "None"?

I'm assuming they mean a leader that has no text. It would allow you some flexibility when trying to put leaders to symbols + texts, etc. Essentially allowing you to skip the step of creating an annotation family with a leader that may not act the way you want it to.

Use an Alt Code that is blank to get a leader without text. For Arial font Alt+0129, Alt+0143, Alt+0144 and Alt+0157 are blank. Hold down the ALT key, type the numbers, then let up on ALT.
