Move all "Drawing Resources" to standard instead off IDW template.

Summary: Move all "Drawing Resources" to standard instead off IDW template.

Description: Part lists etc. are currently specified in a standard.
All visual components of drawing should locate on same "warehouse", including:
- Sheet Formats
- Borders
- Title Blocks
- Sketched Symbols
- Part list styles
- Dimension styles
- all annotation styles
- Text styles etc.
(- and even file property sets (at least custom properties) should locate in standard)

This makes possible to create customer customized drawings much more easier.
Together with redesigned styles editor, it would be even better.
