Preset Callout Block Properties on Tool Palettes, is it possible?

I have been setting up my callout blocks and label block to use with sheet set manager. They get inserted when you right click on a view in the view list. When you insert the block you then have to place it on a layer and set the insertion scale, and rotation. In tool palettes you can preset those items, which is great. Is there anyway to utilize the tool palette properties in the sheet set callout block portion of your work?
