Cool AutoCAD 2004 Xref Layer problems

I am having a problem with layers from an xref not staying turned off.
For Instance: I turn off the layers for the Ceiling Grid, Lights, and Dimensions on a particular floor plan, I save the drawing, and close out of it. The next time I open that drawing, no matter if it is 5 minutes or a couple of days later, all of the layers come back on when I open the drawing. This is very frustrating, and any help with this matter would be greatly appreciated.
