Default View Filters Overriding Phase Filters

I need help with a piping layout that has two phases (existing/new construction). We do our piping by color to show what system it is on, which is controlled through view filters. I know that the view filters override the phase filters and am trying to find away to show all of the existing grey and all of the new construction by the view filter color. Does anyone know a good solution?

I have tried creating another view filter for existing phase with a yes/no paramater but I can't figure out how to override the other view filters with this one.

Anyone have a good idea how to accomplish this?

Nevermind, it's too close to the end of the day.....Right after posting I realized to go through all the piping filters and asign the new phase paramater to be does not equal yes.
