    We have a cool new feature that I need to turn off. I'm having deja-vu.

    So now AutoCAD will automatically go and start changing the annotative properties of objects, text and dimension styles when you change the annotative scale of the viewport.
    This is causing me a lot of problems. I turned off annoauto...something or other, and now inserted objects come in incorrectly until I specifically update the annotative scale of each.
    I'd like inserted objects to come in automatically scaled, but I really need to stop AutoCAD from going across xrefs when I change a viewport's annotative scale.

    Unfortunately that's an either or scenario, so it only works if turned on, but then works for everything. The variable you're trying to remember is AnnoAutoScale, there's a toggle switch in the status bar next to the Anno Scales drop-down and the "AnnoAllVisible" toggle.

    Alternatively, paste the objects, then select them and right-click: Annotative Object Scale >> Add Current Scale.
