Default Symbolic Lines & extrusion extents

Hi, long time reader (well, 6 months or so), first time poster.

I've been trusted with the task of getting our office up to speed with revit & am in the process of getting steel framing to display the way we would like it too. I created some visibility instance parameters to display symbolic end plates to the beams in coarse mode. These symbolic lines are nominally 200mm long.
The problem I can't solve, is if we have a member that is smaller than 200mm, revit decides that the top of the beam is now the symbolic line for the end plate, regardless of whether it is visible or not. This only becomes a problem when the z-justification is set to top or bottom.
I've tried making the lines model instead of symbolic. No luck.
The lines themselves are weak references, but 'not a reference' doesn't work either.

    Any ideas?
    Cheers
