Default Coordinate text, mtext, mleader, and dimension background masks.

Summary: Background masks for text, mtext, mleader, and dimensions need to be brought into line with each other. Currently each have different names and different editable properties.

    Description: Currently:
TEXT has not background mask ability.
MTEXT has 'Background mask' which calls up a dialog box to select colour or background colour.
MLEADER has 'Background mask' with only 'Yes' or 'No' option.
DIM commands have 'Fill' with a pulldown colour list menu.

    Why?

Why not have one name, and one common set of editable properties?
