Design Review 2012 Uninstall problem

I am trying to uninstall my 2012 version prior to installing 2013 version. Part way through the uninstall a message pops up "Microsoft Visual C++ 2010 redistributable is required to continue with the installation." When I try to install the C++ software the systems reckons that this C++ is already installed.
How can I overcome this so that I can uninstall Design Review 2012?

Check this out. The problem is different, but the cause may be the same (different versions installed)
