Question Icon - rectangle with flag on top left corner?

I recently made the big jump from 2008 to 2013. Everything was just fine until about a week ago. If I draw a construction line on the corner of a block, then try to move the construction line, it drags the block around with it. My new construction line has an icon floating over it that looks like a little blue rectangle with a flag over the top left corner. Similar things happen when I insert a block. It's kind of like everything that touches that insertion point becomes connected to it, or associated with it.

I would try searching through previous post, but I'm not even sure what I'm looking for. Sorry.

    What did I do wrong?

    What does this icon mean?

How do I use it? Or how do I turn this function off?

    Thanks,
    David

Sounds like auto-constraints are turned on. On/off control is in the same toolstrip with grid, snap, ortho, OSNAP, etc.
