    Lightbulb Scale factor

In my opinion, it would be useful to introduce a global instance parameter, or, better, a couple of instance parameters (for both the two coordinate directions), in order to scale title blocks, annotations and raster images.

Titleblocks don't need to be scaled as families take care of types and sizes.
    Annotations already scale automatically.

Raster images are a whole different issue. How Revit supports raster images needs to be re-thought in my opinion.

I've thought of annotations, since i had to solve this problem: i have a logo for my own firm; first, i imported it into revit, and in order to personalize a sheet, i created several annotation containg the properly rescaled images (imported as .BMP) arranged with some tags (the address, phone number,e-mail, ...); then i planned to insert these annotations into a title block, and, at last, to insert this last family (title block) with nested families (annotation containing images) into the the current project: but, PROBLEM/BUG, nested images aren't displayed into the project. So, i decided to create an annotation object containg a vector logo, in order to start again the process; but, to create different annotation object you have now, in my opinion, to draw again the logo each time: IT WOULD BE (VERY) USEFUL TO BE ABLE TO (RE)SCALE A NESTED ANNOTATION FAMILY. Cheers.

You can. Make the logo an imported DWG. These can be scaled.
You want to post an image/file? What you want to accomplish sounds very possible, I'm just not sure of the exact end goal...
