Default Rotate Parameter messing up the stretch & array actions

I've got the block working to a point that if I use the rotate grip first then the stretch-array grip it works.
But, after that if I rotate it again or if I do a rotate after the stretch-array, the arrayed items rotate around a different point than the rest of the lines.
What do I need to add to keep the arrayed items in line with the origion linework?

I'm including the block if anyone wants to look at it, it is in ver 13, visibility state 2B

I think that's just what rotate does.

    it's a feature, not a bug.

Being less facetious, I did try to take a look at your block (should have mentioned sooner); however, I am not currently on 2013, so am unable to.

From my own experience to rotate parameter is a perennial pita and the cause of by far the most problems and bugs with blocks.
I am hoping that someone else will be able to reply to this with a greater degree of enlightenment.

Other than that all I can ask is whether you have tried constraints?
