Default default VP freeze behavior for viewports created with sheetset manager

Is it possible to change the default behavior for "vp freeze" in view ports created through the sheet-set manager? Our templates for new drawings contain the layers required to annotate. We annotate in model space of a sheet file containing a named, x-referenced model file view and use annotation scale properties to control visibility of dimensions and text. The default is to have all of these layers off in any new view port created by dragging in a named model view to the sheet. Can this behavior be over ridden somewhere so the existing layers in the sheet file are left on in these new view ports?

As I understand that Annotation will turn off any annotative elements that doesn't have the scale that matches the Cannoscale. So I don't think that Layers can override these elements. And what I understand in your template is controlling the visibility of your drawing by Annotation and Layers.
