Is this drawing in a sheet set?

Have you tried plotting using overrides?

Is the surface modeled in the drawing or is it using a data shortcut?

    Have you rebooted recently?

If it was in a sheet set, you could override the page setup for a given layout.

Could you import a new page setup to see if that helps?
