Good, it's funny how just one little piece can be so hard to explain.
Thanks for posting the leader that you did so I could see what you were seeing.

Could you or someone fix this. I added two more pieces of info and added two Linear/stretch par/actions. When modifying the existing actions...well...you can see for yourself. Please fix? Thanks

First. Click on the Polar Stretch Action and note the size of the Selection set box. That is all it needs to do; choose the end of the Line to stretch both Length, Angle.
This one also needs to Rotate the Arrowhead but not Stretch it therefore it does not need to be in the Selection Set box.
Second. I've removed everything text and Parameter wise that functions on the Text from the Polar Action. These items are moved by using a Move Action tied to the Polar Parameter.
Third. I've cleaned up the Distance2 and Distance3 Parameters to have only one Grip. If I took what you are trying to achieve correctly then these items need to stretch away from the leader as opposed to toward it. Doing this also eliminates the overlap of Grips at Distance2 and Distance3 Parameter.
(BTW - The Attrib Distance was slightly out of line causing the Parameters there to be slightly skewed as well. This has been corrected.)
Fourth. I've included Distance3 Parameter in Stretch Action selection set. This way when you move the Distance Attrib the Notes Attrib will move as well. (You may have had this already but I erased and could not recall.)
Fifth. And of course everything is attached to the Flip Action.

What are you trying to do with the second block?

Thank you Charles for fixing that and explaining where i went astray. It works as required. As for the other block, I am trying to get both leaders left and right to be able to move independently like the first block. This block will be placed over a hatch and will need to be read clearly. Currently it a WipeOut frame to clear its background. I have tried background Mask but I think I did something wrong, so I left it as WO. Can you fix? Thanks

The Wipeout will not follow the whole block.
You can use it where the text is.

You have been so helpfull Charels, I don't know what I am doing wrong. I am attempting to be able to stretch the ellipse while at the same time move the text block and line to and from. It would be helpfull if I had the option to rotate all at the 4 quadrants using the center of the ellipse as the base point. I have uploaded my feeble attempt, Please advise (fix), Thanks

I don't know what I did wrong. I got the wipeout to move with every the way I want it to, however. Now it breaks apart rotates everything Like before. I went back through your explination from earlier and couldn't figure out where I went wrong. Please fix (again...) and maybe show in a screen shot my mistakes or short falls? Sorry for the delay in uploading files. Slow 32 bit system, have to restart nearly every time and then upload file(s) with no other program or folder open.

I figured it out. I don't need to modify the selection of the far left Polar Stretch. Just leave it alone. I have replaced the file with the fixed file. Please check it over Charles.
