Default Set "Prompt for Rotation" to "Yes" as default

Is there a way to set the "Prompt for rotation" property to "Yes" as default for all new palettes created?

Not sure if that can be set globally for all new palettes, but at least within a given palette, you can select all items added, then change that property in mass.
